444lover, that's a crop bra. Her crop hung down and this keeps it where it should be. I think they call it pendulous crop.

Any photo editing program worth a dang has a re-size option. Use it... you should be under the size limit if you gauge correctly. Save your original at the original size if you ever want to make prints.
EDIT: I do my best to do all my photo work on a real screen, not my phone or Kindle. I like to see what I am editing!!! I'm 64 years old, and my eyes won't ever get better!!
